Tamil Nadu State Apex Fisheries Co-operative Federation Limited

Tamil Nadu State Apex Fisheries Co-operative Federation Limited is a registered Apex society under Tamil Nadu Co-operative Societies Act 1983. TAFCOFED was registered on 6.11.1991 and functioning since 19.10.1992 with its headquarters at Chennai and its area covers the whole of Tamil Nadu state.

The objectives of the Federation is to carry out activities for promoting production, procurement, processing and marketing of fish and fish products and to implement welfare programme for the economic and social development of fishermen community. 483 Primary Fishermen Co-operative Societies, 171 Fisherwomen co-operative societies, 151 Inland Co-operative societies and 9 district Fisherwomen Co-operative Federations have become members of TAFCOFED. The TAFCOFED has paid up share capital of Rs. 91.75 lakh.

Administrative Set - Up

TAFCOFED is functioning under the administrative control of Director of Fisheries as its Functional Registrar. The Additional Director of Fisheries has been appointed by Government as the Managing Director of the Federation under the provisions of Tamil Nadu cooperative Societies Act, 1983.

In Head office, the Additional Director of Fisheries / Managing Director are being assisted by a Deputy Director of Fisheries, Deputy Registrar of Co-operative Societies and a Finance Manager from Government on Foreign Service Terms & conditions.At field level at present TAFCOFED is having 5 project offices at Kanchipuram / Thiruvallur, Nagapattinam, Ramanathapuram, Tuticorin and Nagercoil with Assistant Director of Fisheries as project officers and Inspector of Fisheries as Assistant project officers. All the above posts are filled up by Fisheries Department on Foreign Service Terms and conditions.

TAFCOFED is implementing various fishermen welfare scheme of Fisheries Department. In addition to this it has started its diversifying business activities to achieve sustainable and independent existence of its own.


1.MOTORIZATION OF TRADITIONAL CRAFTS

TAFCOFED implementing the scheme of motorization oftraditional fishing boats by supplyingOutboard motors / Inboard Engines to motorized fishing boats under Centrally Shared Scheme with subsidy ofRs. 30,000/- or 50% of the cost of engine whichever in less From the year 2011-2016, 3248 Out Board / Inboard Engines were supplied to traditional fishermen with subsidy of Rs. 727.15 lakhs under central and state shared scheme.

The revised funding pattern of assistance under this centrally sponsored scheme (2018-2019) 40% of the unit cost with a ceiling of Rs. 48000- per OBM / IBM will be provided as subsidy amount.

2. SUPPLY OF SUBSIDIZED DIESEL

TAFCOFED is one the authorized agency by Department of fisheries for supply of subsidized diesel to Mechanized and Motorized fishing craft, registered with the Fisheries department. The mechanized boat can avail subsidized diesel subject to maximum of 18,000 liters per boat per year (during active fishing months) and motorized country craft can avail maximum of 4000 lit per boat per year.

TAFCOFED is operating diesel bunk in the following 13 places of Coastal Tamil Nadu for the supply of subsidized diesel.

3. SUPPLY OF SUBSIDISED INDUSTRIAL KEROSENE TO TRADITIONAL MOTORISED BOATS

Department of fisheries authorized TAFCOFED as one of the agency for the supply of subsidized Industrial Kerosene to the Motorized traditional crafts operating in Tuticorin andTirunelveli Districts. TAFCOFED is supplying kerosene to fishermen through 13 Primary Fishermen cooperative societies at the rate of Rs.25/- per liter subject to a maximum of 300 liter per month per boat.

4. MODERN FISH STALL

In order to strengthen fish marketing of primary fisheries Co-operative societies, TAFCOFED has constructed two model fish stall, one at Bharathinagar in Ramanad and another at Vanianchavadi, OMR Kanchipuam district with the financial assistance from National Fisheries Development Board (NFDB) at a total project cost of 20 lakh with 40% subsidy of Rs. 8.00 lakh.

TAFCOFED is running two retail fish outlets one at Neyveli lignite co-operation limited township and another one at Ariyalur. These stalls are run by primary Co-operative Societies. TAFCOFED Constructed four modern fish stall at Paramakudi, Madurai, Kanniyakumari and Neyveli with the financial assistance from National Agriculture Development Project (NADP).Good quality fishes purchased from societies and fishermen directly and the same is available for general public at reasonable price at modern Fish stall.


5. SUPPLY OF FISH TRANSPORTING VECHILES

TAFCOFED had supplied three fish transporting vehicles (Mahindra Bolero pickup) with accessories at a total cost of Rs. 21.96 lakh with 40% financial assistance of Rs. 8.79 lakh from National Fisheries Development Board (NFDB) to the following Fishermen Co-op societies to improve their retail Fish marketing.

6. SUPPLY OF TWO WHEELERS WITH ICE BOXES FOR RETAIL MARKETING

In Tamil Nadu large number of fisherfolk directly involved in retail fish marketing are street vendors. They use bicycle as mode transport or do sales by head loads. NFDB has introduced the special drive under its mobile fish retail marketing scheme- Supply of two wheeler moped with ice box with 25% subsidy.

TAFCOFED was a nodal agency for implementation of supply of mopeds with insulated ice boxes and these enable small fish retailers/venders to handle more volume of good quality fishes. During the year 2015-2016, National Fisheries Development Board (NFDB) had sanctioned and released subsidy amount of Rs. 95, 04,519/- for 1000 beneficiaries. TAFCOFED had supplied 1000 Mopeds fitted with Ice Boxes to fishermen belong to 6 district as detailed below.

7. SUPPLY OF FISH TRANSPORT VECHICLE UNDER STATE BALANCED GROWTH FUND (SBGF)

In order to remove the hardships of fisher folk in transporting fishes in public transport systems who are engaged in retail fish marketing and also to transport the catches to the nearby markets in time and to fetch better price, the State planning commission (SPC) had extended financial assistance under State Balanced Growth Fund (SPGF) for the purchase and supply of 10 transport vehicle at a cost of Rs. 71.00 lakh to Marine/Inland Fishermen Co-operative societies to improve the retail fish marketing.

Subsequently TAFCOFED had purchased 10 Bolero Pickup BS III Vehicles at DGS&D rates and constructed the body building suitable for fish marketing and were handed over to the respective blocks as detailed below follows.

8. RETAIL OUTLET A VANNIYANCHAVADI, KANCHIPURAM DISTRICT

TAFCOFED had constructed retail outlet for selling Diesel and Petroleum products to general public at Vanianchavadi, Kazhipattur village in Kanchipuram district at estimated cost of Rs. 80.00 lakh from its own fund.

The Honorable Minister of Fisheries, Finance and Personnel and Administrative Reforms Department (P&AR) inaugurated the retail outlet on 08.06.2017.

9. SUPPLY OF FISHING INPUTS FOR FISHERMEN AT 50% SUBSIDY UNDER BLUE REVOLUTION SCHEME.

Tamil Nadu State Apex Fisheries Co-operative Federation is implementing Blue Revolution Scheme at 50% subsidy assistance to Traditional/Artisanal fishermen for the procurement of FRP boats as a replacement of traditional/ wooden boats including OBM/IBE nets and insulated ice boxes of 100 numbers at a total of Rs.4.25 crore under this scheme. So far 47 no's of fishing inputs have been supplied to the fishermen.

10. TRAINING PROGRAMME.

TAFCOFED is conducting training programme on 'Value added fish product' with the financial assistance of Rs. 31.875 lakh from National Fisheries Development Board (NFDB). Under this programme 2500 fisherwomen in 125 batches from 13 Coastal districts of Tamil Nadu will be trained.

The training on Value addition to fish and fishery products will impart technical knowledge to the fisherwomen right from hygienic handling of fish, preservation technique, value addition and packing methods of fish product. 2227 Fisherwomen have been trained under this training programme.

TAFCOFED is conducting training programme on 'Basics of Seamanship and Navigation, Electronic equipment's and maintenances of Marine Engine' to deep sea going fishermen of Tamil Nadu with financial assistance from National Fisheries Development Board (NFDB).

1000 Fishermen will be trained with technical and facultyassistants from CIFNET, Cochin. 412 deep sea going Fishermen have been already trained at Fishermen Training Center (FTC), Colachel , Kanniyakumari district at a cost of Rs. 11.29 lakh officials of the Fisheries department have also been trained as Master Trainers in CIFNET, Cochin who will conduct the programme with the technical assistance from CIFNET.
