Blue Revolution and State Schemes

The following are the various State & Central Govt Schemes implemented by Department of Fisheries for the benefit of people of Tamil Nadu. These schemes can be availed by fisherman from Tamil Nadu to build a house/Tube well/Community Hall, avail insurance and Ban and Lean period Benefits. The Govt of Tamil Nadu will provide all the necessary support to fisherman who can avail these schemes and prosper in all walks of Life.

1. National Saving-cum-Relief Scheme (NFSRS) for Marine Fisherman
Saving cum Relief
Funding Pattern
Unit Cost: Rs.3000/- per fisher per annum (to be shared equally between Centre and each of the general States).

How to Apply
  • (i) Beneficiary can apply for the scheme at the corresponding AD offices.
Terms & Conditions
  • (i) Beneficiary should be a fulltime active fisher,
  • (ii) Beneficiary should be a member of a functional local fishers cooperative society/ Federation/any other registered body.
  • (iii) Beneficiary should be Below Poverty Line (BPL) and of between 18 and 60 years of age,
  • (iv) Beneficiary fishers shall save Rs.1500/- over a period of 9 months during the fishing season annually towards their contribution. Lump-sum beneficiary contribution in a period of one or two months may be avoided.
  • (v) States/ UTs may top up with any additional benefits such as subsidized ration, fuel etc., Besides, beneficiaries are also entitled to get benefits under the PDS.
  • (vi) States/ UTs shall be required to submit self contained project proposals with documentary evidence of (i) to (iv) above along with other details such as duration of lean/ban months, beneficiaries enrolled and their contribution, category of fishers (SC/ST), availability of budgetary allocation in the State budget etc.
  • (vii) The accumulated amount of Rs.4500/- shall be disbursed to enrolled fishers in 3 equal installments during the lean/ ban period of 3 months every year.

2. State Saving-cum-Relief Scheme (SFSRS) for Marine Fisherwoman

Unit Cost: Rs.3000/- per fisher per annum (to be shared by Tamil Nadu Govt).

How to Apply
  • (i) Beneficiary can apply for the scheme at the corresponding AD offices.
Terms & Conditions
  • (i) Beneficiary should be a fulltime active fisherwoman,
  • (ii) Beneficiary should be a member of a functional local fishers cooperative society/ Federation/any other registered body.
  • (iii) Beneficiary should be Below Poverty Line (BPL) and of between 18 and 60 years of age,
  • (iv) Beneficiary fishers shall save Rs.1500/- over a period of 9 months during the fishing season annually towards their contribution. Lump-sum beneficiary contribution in a period of one or two months may be avoided.
  • (v) Tamil Nadu Govt will disperse Rs 3000/- along with Beneficiary’s Rs 1500/- for a total of Rs 4500/- to the fisherwoman in 3 equal installments during the lean/ ban period of 3 months every year.

3.Fishing Ban Period Assistance

4. Fishing Lean Period Assistance

  • (iii) Beneficiary should be Below Poverty Line (BPL) and of between 18 and 60 years of age,
  • (iv) The amount will be transferred to beneficiary bank account through NEFT

5. Build a House – only for Fisherman community (Central Scheme)

Unit Cost: Construction of new houses @ Rs.1,20,000/- per house

How to Apply
  • (i) Beneficiary can apply for the scheme at the corresponding AD offices.
Terms & Conditions
  • (i) The housing unit should have a minimum plinth area of 25 Sq.m including sanitation facility.
  • (ii) Beneficiaries should be actively involved in fishing activities.
  • (iii) Preference to be given to fishers Below Poverty Line (BPL)
  • (iv) Beneficiaries owning kutcha houses can also be considered for providing pucca houses.
  • (v) A cluster based development of not less than 20 houses should be adopted.
  • (vi) States/ UTs may top up with any additional benefits such as assistance for sanitation, water, Energy, etc.
  • (vii) States/ UTs shall be required to submit self contained project proposals along with documentary evidence and confirmation about availability of State budgetary allocation.

6. Build a House – only for Fisherman community (State Scheme)

Unit Cost: Construction of New houses @ Rs.1,70,000/- per house
State Govt Share: Rs.1,10,000/- per house
Central Govt Share: Rs.60,000/- per house

How to Apply
  • (i) Beneficiary can apply for the scheme at the corresponding AD offices.
Terms & Conditions
  • (i) Beneficiaries should be actively involved in fishing activities.
  • (ii) The housing unit should have a minimum plinth area of 25 Sq.m including sanitation facility.
  • (iii) Beneficiary either needs to have Single Patta or Group Patta of the land for house construction.
  • (iv) In case of absence of Patta, then Sale Deed Registered Document of the land can be taken into consideration by the government.
  • (v.) After getting NOC from District collector, the house can be constructed on Govt Land as well.
  • (vi.) Houses can also be built on the Lands belonging to Villages/ Places of Worship after getting due NOC from the them.
  • (vii.) Beneficiaries who live in Huts/Kutcha houses can built concrete/Pucca houses in this scheme provided they don’t own any concrete houses in their name.
  • (viii.) Beneficiary should not have benefitted previously from any Govt housing schemes.

7. Build a Tube Well – Drinking Water Facility for Fisherman

Unit Cost: Unit cost of tube well @ Rs. 0.50 lakh

How to Apply
  • (i) Beneficiary can apply for the scheme at the corresponding AD offices.
Terms & Conditions
  • (i) One tube-well shall be provided for each cluster of a minimum of 20 houses.
  • Note: Clusters/ Fishers’ Villages may be provided with alternative source of drinking water in case tube-wells are not practically feasible. In such cases the additional expenditure, if any, shall be borne by the concerned State / UT.

8. Build a Community Hall for Fisherman

Unit Cost: Rs.4.00 lakh per unit.

How to Apply
  • (i) Beneficiary can apply for the scheme at the corresponding AD offices.
Terms & Conditions
  • (i) Clusters/ Fishers’ Villages with 75 or more houses shall be eligible for a community hall for legitimate community activities.
  • (ii) The Community Hall should have a minimum plinth area of 200 sq.m.
  • (iii) Post construction maintenance/ management of the Community Hall shall be vested with the Village Panchayats/ Management of Fishers Societies/ Bodies.
  • (iv) States/UTs shall be required to submit self contained project proposals along with necessary documents and confirmation that such community hall facilities are not available in the Cluster/ Fishers’ Village.

9. Group Accident Insurance for Active Fishermen

Unit Cost: Insurance premium@ Rs.20.34/- per fisher per year.

How to Apply
  • (i) Beneficiary can apply for the scheme at the corresponding AD offices.
Terms & Conditions
  • (i) Licensed/ registered fishers shall be eligible for insurance for Rs. 2.00 lakh against death or permanent total disability, Rs.1.00 lakh against permanent partial disability and Rs. 10,000/- towards hospitalization expenses.
  • (ii) The insurance cover shall be for a period of 12 months.
  • (iii) This component shall be implemented through FISHCOPFED or other designated agencies / institutions. The central liability of premium amount in respect of insured fishers shall be released directly to such agencies/ institutions.
  • (iv) In case of those States/UTs who are not implementing this component through FISHCOPFED or other designated agencies/ institutions, the central share of premium amount shall be restricted to the lowest premium.
